国家计委遵照我国入世承诺，9月30日向社会公布了《2003年重要农产品进口关税配额实施细则》（2002年第4号）、《2003年天然橡胶进口配额分配实施细则》（2002年第5号）及《2003年羊毛、毛条进口配额管理实施细则》（2002年第6号）。
根据有关实施细则，2003年农产品进口关税配额量为：小麦905.2万吨，其中国营贸易为90％；玉米652.5万吨，其中国营贸易为64％；大米465.5万吨（其中：长粒米、即籼米232.75万吨；中短粒米，即其他米232.75万吨），其中国营贸易为50％；棕榈油260万吨，其中国营贸易为26％；豆油281.8万吨，其中国营贸易为26％；菜籽油101.86万吨，其中国营贸易26％；食糖185.2万吨，其中国营贸易为70％；棉花85.625万吨，其中国营贸易为33％。2003年天然橡胶进口配额为85万吨。
